Ouo - Ouo pays up to $1 per thousand follows for shortened links between 3- characters long which makes them one of the highest paying URL shorteners available. It also pays double that amount to users who have a plus account ($2 per 1k views) which means you can earn up to $4 for each shortened link.
Shorte.st - Shorte.st has one of the highest rates around paying about $0.5 per 1k follows, however it is unknown whether this rate applies to all links or only very short ones so it may be possible to get a higher payout through this service if your link is shorter than others advertised on this service.
