What is the threshold for paying for a URL shortener? How many links and clicks are you generating on average per month?
If you have under 2,500 link clicks per month, and need less than 500 new links created each month, chances are that you don't "need" a third party URL shortener. There's really no reason why you would have to pay extra money, when there is an abundance of free services available online.
Also, as a disclaimer: if your website falls into the category where it has been penalized by search engines in any way, then paying for a third party URL shortener will not fix this problem . This article only aims to help those who do not generate large volumes of traffic yet wish to pay for the service.
Free URL shorteners are perfect for sites that are new or growing, who can't afford to spend money on a service which they may not need. But if you are generating over 2,500 link clicks per month, it's probably time to start paying for your free services. It just makes sense to go with something that costs less than $20/month when you have thousands of links being created each month - and even if you only need 500 new links at this point in time, at least there's no monthly costs!
But what's an acceptable amount of traffic to be exempt from paying? This number is subject to change as webmasters get better at creating content which drives more traffic "organically", and we can expect this number to go down over time. As of today, I'm going with the threshold of under 2,500 link clicks per month, and under 500 new links each month before you should consider paying for your URL shortener service.
You get what you pay for; if you're generating a large volume of traffic through your website, then it may be worth upgrading to a paid account - there is no point in using something which costs nothing when you need hundreds or thousands of links created every month. It's up to you and your budget and financial situation to decide whether it makes sense for you to pay for extra features; after all, the free services are great too!

By all means keep your free account open; at least there's no cost to you! But if you can afford it (and it makes sense), why not upgrade? You won't regret the decision! Nothing is worse than running into "dead ends" with tools that are supposed to help promote your site but don't work exactly how they're supposed to or leave you unsatisfied with what you've got in return. There are better options out there, and the best part is that they're easy to find!
